A business on the WhatsApp API pays in two places: Meta, for every message the business sends, and the platform it connects through. This page explains Meta’s side in plain words: the message categories, the rates, what is still free, and worked examples.
Meta charges per message delivered from a business to a customer. Nothing the customer sends you is ever charged. The price of each message depends on two things only: the country calling code of the recipient, and the message category. Separately, the platform you connect through charges its own subscription for its software. That is a different bill.
There are four categories: marketing, utility, authentication and, since 1 October 2026, service. A service message is any message that is not a pre-approved template, which means your ordinary replies to customers, whether a person or an AI assistant wrote them.
A 24-hour customer service window opens when a customer messages you and resets with every new message from them. Inside it you reply freely; outside it you can only reach the customer with an approved template. Meta changes rates at most four times a year, on 1 January, April, July and October.
Rates differ by country. In Israel, for example, no rate went up on 1 October 2026: the whole change was that a free category started being counted. Much of the alarm about the change was written for European markets, where utility and service rates are several times higher.
Any reply that is not a template, from a person or from AI. Free until 30 September 2026, charged from 1 October at the utility rate. Meta offers no volume discount on service messages, however many you send.
A template tied to something the customer already did: an order confirmation, a shipping update, an appointment reminder. Since 1 October it is charged inside the 24-hour window too.
One-time codes for logging in or verifying an account. The same rate as utility and as an ordinary reply.
Offers, launches and promotional updates. 6.7 times the price of a reply, so marketing, not replies, is the expensive line on the bill.
Everything the customer sends. And the 72-hour free entry point: when someone messages from a click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, messages to them are free for the next 72 hours.
Utility and authentication have five tiers, down to 20% below list. In Israel the first utility tier runs to 100,000 messages a month, so almost every business pays the list rate.
Three numbers and one multiplication. The examples use Meta’s Israel rate card at about 3.01 shekels to the dollar.
How many customers message you on WhatsApp in a month? That is your first number. What they send costs you nothing.
Every reply is billed separately. An assistant that splits one answer over three messages pays three times. This is the number most worth watching.
Conversations × messages × $0.0053 gives the cost of your replies. Each marketing template adds $0.0353. Our Academy guide to the October 2026 change has a calculator with two sliders that does the sum for you.
In Israel, 100 conversations a month come to about ₪16, 300 to about ₪48, 500 to about ₪80, and 1,000 to about ₪160.
500 conversations answered in 6 messages cost about ₪48. The same 500 answered in 20 messages cost about ₪160. A complete answer in one message saves money.
1,000 marketing templates cost about ₪106 in Israel, more than all the replies of a business handling 500 conversations a month.
Reply within 24 hours and the next 72 hours of that conversation are free. The leads you paid to acquire are the cheapest ones to answer.
Israel’s rates from Meta’s rate cards. No price went up; categories that were free started being counted.
