The two messages
When you connect WhatsApp to your agent, Meta opens its own window and asks which number to use. That is where a number can be refused — and Meta does it in one of two ways. They look alike, but they mean different things, so start by matching yours.
Saw only message 1? Choose “Add a new phone number” and type the same number in. Meta then usually tells you the specific reason — often message 2. Don't send the verification code; you only want to read the error.
“More activity is required”
This one is the most common, and the most fixable. Your number is on the WhatsApp Business app, which is exactly right — but Meta doesn't yet trust the account enough to connect it to the platform. Meta's own wording: more activity on the WhatsApp Business app is needed to decide eligibility.
What Meta looks at, as WhatsApp providers report it:
- How long the account has existed. A number that moved to the Business app last week starts out not eligible.
- Real two-way conversations. Customers writing, you answering. An account that sits idle doesn't build history.
- A clean record. A number that was blocked and reinstated, or one that was on the API and only recently came back to the app, needs longer.
Find your cause in five minutes
Four checks, in this order. Stop at the first one that finds something.
- On the phone: open the WhatsApp Business app → Settings → Account → Business Platform. If it shows a connection, another system holds the number.
- Still on the phone: check that it's the WhatsApp Business app (green icon with a “B”), updated to the latest version — Meta requires 2.24.17 or newer.
- In Meta Business Suite (business.facebook.com): Settings → Accounts → WhatsApp accounts → your account → Partners. Any company other than AssistantLabs listed there is another provider.
- Back in the connect window: type the number in as a new one and read the exact error. “More activity is required” means the account needs time.
Note the reference code: Meta's error box ends with a code in brackets, like (#3441045:…). Keep it — if you write to us or to Meta, it shows exactly which check failed.
The fix for each cause
- Needs more activity → keep using the app, then retry. Answer your customers from the WhatsApp Business app as usual for at least a week, then run the connection again from Channels. Nothing breaks while you wait.
- Another system holds it → release it first. If the app shows a Business Platform connection you don't need, tap Disconnect, wait about 15 minutes, and retry. If it's a provider, ask them to release the number and to turn off two-step verification on it.
- Shared with another partner → remove that partner. In Meta Business Suite, remove their access to the WhatsApp account — or ask them to. Then connect again.
- Wrong business account → log in with the right one. Start over and pick the business portfolio the number actually belongs to. If it's an agency's, ask them to add you or hand it over.
- On regular WhatsApp → move to the Business app. Same phone, same number. Then give it time, as above.
Can't wait? Two ways around it, each with a cost:
- Connect a different number — one that isn't on any WhatsApp app. It works only through the agent; you can't also use it in the app on your phone.
- Move this number to the platform only — delete the WhatsApp account in the app, then connect it as a new number. It connects right away, but your chat history on the phone is lost and the app stops working for that number. Only do this if you're sure.
Once it connects
Your agent starts muted, so nothing reaches customers until you turn it on. Two things keep the connection healthy:
- Open the WhatsApp Business app at least every two weeks. Meta disconnects the number if the phone stays inactive for about 14 days.
- Know what changes in the app. Disappearing messages, view once and live location switch off in one-to-one chats, and groups don't sync — the full list is in Connect WhatsApp.
To avoid this next time, run the ten-minute WhatsApp check before you connect.
